St. Louis County Department of Public Health is seeking a Community Health Educator to initiate its COSSUP activities (Comprehensive Opioid, Stimulant, and Substance Use Site-based Program). This Community Health Educator position is funded by DOJ Comprehensive Opioid, Stimulant, and Substance Use Site-based Program (COSSUP). This position will support substance use education and interventions within Correction Medicine. This position will help create and refine intake and discharge planning for those engaged with treatment and will create pipeline for assessing contraband for testing via Project EAGLEFANG. This is a grant funded position, funded through 9/30/2026. The starting salary is $17.21 - $20.65 hourly depending upon the candidate's qualifications as well as budgetary considerations. For more information regarding this program, please visit: Examples of Duties Identify and assist in connection to care intake Develop discharge planning with patients and assist in ensuring continuity of care upon discharge Facilitate substance use education within jail population Establish/Build community partnerships to collaborate and assist in continuity of care Support Project EAGLEFANG by collecting samples to be tested Perform other duties as assigned Minimum Qualifications Equivalent to three years of experience in health care or community outreach, counseling or teaching responsibilities Possession of a current and valid driver's license Additional Information SELECTION AND APPOINTMENT : A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County. Additionally, new employees will have 30 calendar days, after their first day of employment, to attest to their COVID-19 vaccination status. Instructions on how to submit this attestation will be provided once employment has begun. County employees are not required to be fully vaccinated, but those who are not fully vaccinated must submit to weekly COVID-19 testing until they are fully vaccinated or St. Louis County geographically reaches a 70% vaccination rate and a moderate transmission level of COVID-19 as defined by the Centers for Disease Control and Prevention.
